The standard asks for increments of whole numbers, fractions and decimals, and the existing double bar sheet only ever used whole numbers. The axis is marked in quarters rather than halves, so a student has to read a mark that is neither a whole number nor the obvious halfway one. Every question needs both series - a double bar graph whose questions only read one bar is a single bar graph with extra ink - so each one is a comparison, a combination, or a total across the pair.
